General Principles
Offences involving handguns is a “serious and growing societal danger”.[1]
There is a strong emphasis on the need to denounce and deter the use of firearms in public places.[2]
There has been judicial notice that as of 2007 there has been a national increase in gun violence and gun-related offences.[3]
