Diocese of Balanga/1998–2003: Honesto Flores Ongtioco

On April 8, 1998, Pope John Paul II appointed Bishop Honesto Flores Ongtioco as second Bishop of Balanga and became the diocese's bishop upon installation on June 18, 1998, succeeding Celso Nogoy Guevarra after his 24-calendar year tenure as bishop.

During Ongtioco's six-calendar year and 1,897 days tenure as second bishop, he oversaw the diocese's 25th silver anniversary in 2000, coinciding with Jubilee 2000, and also served during the death and funeral of Guevarra in August 2002. At that same month, reshuffling of rector and parish priests of the diocese's churches also occurred. His predecessor Guevarra served as bishop-emeritus throughout Ongtioco's term from June 1998 to August 2002.

Ongtioco's tenure as second bishop ended when he became Bishop of Cubao in Quezon City, Metro Manila on August 28, 2003 one year after the death and funeral of Guevarra, marking the first vacancy of position and office that represents as the Balanga Cathedral (sede vacante) happened.
