EuroMed Permanent University Forum (EPUF) is an international academic network established in 2006 in Tampere, Finland with the aim of enhancing cooperation among institutions of higher education in the Euro-Mediterranean region. The organization is headquartered in Tarragona, Spain.[3]

EPUF comprises over 100 universities and research institutions from 29 countries across Europe and the Mediterranean basin. Its principal mission is to foster a sustainable area of higher education that promotes academic mobility, intercultural dialogue, and shared scholarly values among its members. The Forum operates in accordance with the principles of the Barcelona Declaration and the Euro-Mediterranean Partnership.[4]

The organisation supports the development of a knowledge society through initiatives focused on academic mobility, harmonisation of educational standards, quality assurance, governance and training, human resource development, and digital education. Its activities are aligned with the United Nations Sustainable Development Goals.

EPUF collaborates with a range of international bodies, including the Anna Lindh Foundation for intercultural dialogue, and participates in programmes such as Erasmus Mundus and Tempus. Member institutions share expertise, experiences, and best practices in the fields of education, research, and university governance.[5]

The Forum is structured through thematic working groups, each dedicated to specific areas of interest. Its operations are coordinated by the Executive Secretariat Office, located at Rovira i Virgili University in Tarragona.[3]

EPUF serves as a forum for academic cooperation and intercultural exchange in a region historically characterised by both diversity and complexity.
