Izafet I compound of ət (“flesh”) + ağa (“master, lord, agha”), from the popular name of Mir Movsum Agha.
Perhaps originally used in the form "Ətağa haqqı", analogically to Allah haqqı, Quran haqqı, Həzrət Abbas haqqı, etc.
