Literally, “neither (suited) for the cunt, nor the Red Army”. Derived from the Russian riddle: “What is it - neither in the cunt, nor in the Red Army?”, the answer to which is “impotent with flat feet”, that is, a man who is not fit for either sex or service in the army.
