Compound of עִיר (ir, “town, city”) +‎ מִבְצָר (mivtsár, “fortification”).

עִיר מִבְצָר • (ir mivtsár) f (plural indefinite עָרֵי מִבְצָר)

1. (Biblical Hebrew) fortified town or city
