Borrowed from Sanskrit राजमाता (rājamātā). By surface analysis, राज (rāj, “king”) +‎ माता (mātā, “mother”).

Usage notes

Historically stepmothers of kings have also been awarded the title de facto. Soyarabai Bhosale, for example, was referred to as during the reign of her stepson, Sambhaji, until her death.
