Etymology 2

The "tough" sense is from Proto-Sino-Tibetan *rwat (stiff, tough), and cognate with Tibetan རོད་པ (rod pa, stiff, unable to help one's self) (STEDT). STEDT additionally appears to compare Old Chinese (OC *ruːls, *ruds, “kind, type”), though the Chinese appears to trace back to a different root.

The "cussed" and "twilled fabric" senses are connected to the "tough" sense by MED, which appears reasonable (tough personality > cussed, tough weave > twilled fabric).
