     Công đồng nhắc nhở rằng «Các Giám mục, các cha xứ, các linh mục dòng triều phải nhớ rằng quyền và bổn phận làm tông đồ là việc chung cho tất cả mọi tín hữu, không phân biệt giáo sĩ hay giáo dân, và trong việc xây dựng Giáo Hội, giáo dân cũng có phần riêng của họ. Vì thế các ngài phải cùng với giáo dân làm việc trong Giáo Hội và cho Giáo Hội với tình huynh đệ, cũng như phải đặc biệt để tâm lo cho giáo dân trong khi họ làm việc tông đồ».

     The council reiterated that “Bishops, pastors of parishes, and other priests of both branches of the clergy should keep in mind that the right and duty to exercise this apostolate is common to all the faithful, both clergy and laity, and that the laity also have their own roles in building up the Church. For this reason they should work fraternally with the laity in and for the Church and take special care of the lay persons in these apostolic works.”
