You can do like this: 

body::-webkit-scrollbar {
    width: 1em;
}

body::-webkit-scrollbar-track {
  background: red;
}

body::-webkit-scrollbar-thumb {
  background: darkgrey;
}

Only problem is that isnt supported on all browsers.
