Upgade pip as follows:

curl https://bootstrap.pypa.io/get-pip.py | python

It can be usefull for you, maybe you have to execute sudo python

correct way to upgrade pip is `pip install --upgrade pip` or for windows : `python -m pip install --upgrade pip` – Asav Patel Jun 19 '18 at 23:15
