Spring boot not able to connect to mysql but able to connect locally

Question

I am below error on running "mvn spring-boot:run"

11:49:05.793 ERROR 73403 --- [           main] com.zaxxer.hikari.pool.HikariPool        : HikariPool-1 - Exception during pool initialization.

com.mysql.jdbc.exceptions.jdbc4.CommunicationsException: Communications link failure

Below is the content of my application.properties file

 spring.datasource.url=jdbc:mysql://localhost:3306/test?useSSL=false

    # Username and password
    spring.datasource.username=root
    spring.datasource.password=mypassword

But when I try to connect to mysql locally like below I am able to connect it.

mysql -h localhost -uroot -pmypassword

Question is what am I doing wrong here and why I am getting exception while running spring boot.
