I don't know why you are checking out Hackney from GitHub rather than Hex, but I was able to fix your problem by upgrading your dependencies with mix deps update --all:

If you're seeing this error (or ones like it), your local Erlang probably doesn't include the :ssl package. An example GitHub issue:

Installing the :ssl package depends on your system's OS.
