Put that handler on the document element directly, not on the body.
I've had success with the following:
<meta name="viewport" content="user-scalable=1.0,initial-scale=1.0,minimum-scale=1.0,maximum-scale=1.0">
<meta name="apple-mobile-web-app-capable" content="yes">
<meta name="format-detection" content="telephone=no">
Then with jQuery:
$(document).bind('touchmove', false);
This will also be useful if you want to handle different orientations:
