It's a known-with-problems KB. unfortunately, even if it installs correctly, after a while it causes other updates to behave in the same way.

Now to install or reinstall it when it causes trouble for other updates:

  1. (Uninstall the update if it's already installed)

  2. Start in safemode and delete the contents of the "windows\Softwaredistribution" folder. *

  3. Start in normal mode
  4. Install/reinstall the update
  5. Restart

*This will cause for the initial scan & download of updates to take a long time first time you run windows update again, but since there is no specific fix, it's a viable workaround.

The patch I downloaded was KB3102810

There is a new patch (KB3161608), released 21st June 2016:

This update contains some improvements to Windows Update Client in Windows 7 Service Pack 1 (SP1) and Windows Server 2008 R2 SP1. This includes the following:

  • An optimization that addresses long scan time for updates that's reported on some computers.
  • Fix for a Windows Update error 0x8007000E on some computers while they are updating.
  • Some reliability improvements.

How to get this update

Install the June 2016 update rollup for Windows 7 SP1 and Windows Server 2008 R2 SP1 (KB3161608).
