What is the name of that metal stripe, which holds PCI cards?

They are called brackets when attached to an expansion card.

When used by themselves to simply cover an expansion slot in a computer's case, they are often called slot covers.

It would most commonly be known as a blanking-plate, though technically that one is part of the card, so should probably be called a (PCI card) mounting bracket.

I've never heard/seen them called "covers", since they normally sit on the back face of the PC, and therefore they "fill" a slot rather than "cover" anything.
