I'm trying to send a file through the GUI by "right clicking", which, on the surface, means a long press, and selecting send to. Selecting mail generates a prompt to configure the default program for e-mail.

On the CLI:

but, it seems a bit different on a tablet. In any event, I just want to configure the default mail program:

Mail 10 works fine, and seems to be the default program. Yet I can only send attachments by opening the mail client first, as I get:

There is no email program associated to perform the requested action. Please install an email program, or, if one is already installed, create an association in the Default Programs control panel.

How do I send a file by selecting "send to" and then "Mail recipient"?

Mail is a Metro app and cannot be used in Send To.

You can do it differently, by right-click on the file and selecting Share. Mail will be one of the offered options:
