How can I export my voice commands in Dragon NaturallySpeaking 12.5 when the microphone configured for the profile isn't plugged in?

The "Open Vocabulary Editor" menu is a greyed out when the microphone configured for the profile isn't plugged in:

I use Dragon NaturallySpeaking 12.5 Professional with Windows 7 SP1 x64 Ultimate.

Depends on the version of your Dragon:

Versions from 15.5/4.3: Go to %localappdata%\Nuance\NaturallySpeaking1X\users\YourUser\current

In versions of Dragon up to 15.4: Go to %programdata%\Nuance\NaturallySpeaking1X\users\YourUser\current

Then copy the MyCmds.dat file. It contains all your commands.

You can import it into another profile through the MyCommands Editor. Or you even place the MyCmds.dat at the same place in your new profile.

BTW, the Vocabulary Editor from your screenshot is not where the commands are, but in the MyCommands Editor. That would be under "Tools".
