Web App configured through IIS - ASP.net 4.6

This app reads/parses data from a SQL database (reporting server). Basically it generates reports based off of the data housed in SQL from front-end users using the desktop software associated

I am able to reach the login page and make it to the home page, but any links on the site produce the error below when clicked:

Error 1 (shows in browser when opening any link):

Server Error in '/WebReports' Application.
The resource cannot be found.
Description: HTTP 404. The resource you are looking for (or one of its dependencies) could have been removed, had its name changed, or is temporarily unavailable.  Please review the following URL and make sure that it is spelled correctly.

The web log keeps throwing this same error below, indicating a certificate issue of some sort:

I have tried everything under the sun to resolve this, from modifying SSL, app settings, and verifying permissions on the domain account associated with the app pool. IIS resets have also been tried.

I have googled these errors and found similar situations - however, it appears the solutions offered involve modifying source code, which I am not as well versed on. An example would be https://github.com/dotnet/corefx/issues/25800

I found another solution that suggested the OWIN pipeline was the culprit and suggested adding:

Here's my problem: I can't figure out WHERE to add code such as this. I know how to use visual studio to open xml files associated with DLL's, but when I search the program's directory, I see numerous microsoft "owin" xml files.

I don't know which one to edit to try the above solution. I tried modifying Microsoft.Owin.xml with that code (adding it at the beginning, after assemly tag).

I need some guidance here on which specific file I should add lines of code such as this, and I am not sure the above solution is the correct one (although it could be)
