I am trying to use the Office Deployment Tool to deploy only the "Office 365 Access Runtime". I created the following config using the Office Customization Tool:

Running in Windows Sandbox (I am using Windows 11 23H2) I installed the exe downloaded above, and extracted everything to to c:\temp folder. I then copied in the above config.xml file to the same folder.
From an elevated command prompt in the c:\temp folder I entered the following command:
setup.exe /configure "c:\temp\config.xml"
The installation starts, then an error screen appears with the error code: 30015-11 (3221356598), once that is clear a final error screen appears with the code: 0-2031 (17002). After setup.exe returns, opening Add Remove Programs shows the application as installed. But it doesn't work, so right clicking "change" and then the quick fix fails. Only doing an online fix seems to solve the issue but that defeats the whole point of using this deployment tool.
Am I doing something wrong? Has anyone got this working?
