I frequently copy urls from various sources that often contain an accented character.

For only one simple example: The url/string appears in the browser address correctly as https://en.wikipedia.org/wiki/Jean-Luc_Mélenchon but then copied and pasted gets changed to https://en.wikipedia.org/wiki/Jean-Luc_M%C3%A9lenchon.

Over many versions of windows, I have never found a way to "upgrade" that "feature" for my Windows systems and must always manually correct that string.

Suggestions for setting an improved "default" for Windows (now 10, but this happened on 8 and 7) will be appreciated.
