If System Restore is enabled and you have a recent enough save point, then use it to rollback Windows to a previous good state.

Otherwise, as far as WindowsApps is concerned, try to use the script of WindowsAppsUnfukker, described as:

Use this script to whip WindowsApps into submission and finally get rid of these goddamn issues!

However, if Windows is unable to even run this script, then there is no solution except a clean install of Windows. In this case, take backups of your data, or in extremity use a Linux Live USB to copy your files.

For the other folders, to reset permissions for a folder, its files, and subfolders, try to run the command:

icacls "full path to the folder" /reset /t /c /l

If Windows is restored enough, you could finish by doing a
Repair Install of Windows 10 with an In-place Upgrade.

Not used it for a long time, but Windows Repair all-in-one used to be excellent for 'user-level' repair tasks. Never known it to break anything.
A lot of what it does leverages Windows' own routines, just without the need for expert knowledge. Other parts are proprietary to the app.

Freeware version is sufficient for most needs.
