Difference between DVD-R and DVD+R discs

What is the difference between DVD-R and DVD+R discs? I usually buy DVD+R just because it's a plus. Does it make difference for archivists? The price is almost the same for both formats.

Can you detect the speed at which an optical disc was burned?

If you have some burned discs that don't work, you might want to find out at what speed they were burned to perhaps try and re-burn at a lower speed. So if you don't know the original burning speed, how can you find out?

Windows XP Pro Upgrade version, but no previous version?

I've wiped an old PC and would like to put a copy of XP Pro upgrade edition on it. However, I no longer have my old XP Home and Windows 98 discs for when it asks for a previous version's disc. Any way to get around this? Thanks
