A command/submenu on 's item intended to help you send [copies of] items to frequent destinations.

The menu items are taken from the SendTo folder, reachable by entering shell:sendto into the Run dialog (opened by typing Win+R).

Selecting an item in the menu is more-or-less equivalent to dragging-and-dropping the relevant item(s) onto the corresponding item in the SendTo folder, making shortcuts to programs and folders a convenient basis for custom "Send To" items.

This is documented in Microsoft KB 310270.
