Compound of กฎ (gòt, “to mark down; to note down; etc”) +‎ หมาย (mǎai, “to mark; to indicate; etc”). Compare Lao ກົດໝາຍ (kot māi) and Northern Thai ᨠᩫ᩠ᨭᩉ᩠ᨾᩣ᩠ᨿ (got māi).
