From Old Khmer កត៑ (kat), *កត៑ (*kat), កត (kata, “to mark down, to note down; to record, to register; to note, to observe”);^[1] extended as កំម្នត៑ (kaṃmnat), កាំនត (kāṃnata), whence Thai กำหนด (gam-nòt). Possibly doublet of จด (jòt). Cognate with Modern Khmer កត់ (kɑt), Lao ກົດ (kot).

     In the event that the court finds that the secondary legislation or administrative order which grounds the institution of such case is likely to be unlawful... the court has the power to order a stay of the enforcement of [that] secondary legislation or administrative order.
