     Èrshěn fǎyuàn rènwèi, hélǐ shǐyòng xíngwèi de zérèn chéngdān fāngshì yìng yǔ qí shǐyòng xíngwèi tèzhēng jí yǐngxiǎng hòuguǒ xiàng shìyìng. [Pinyin]

     The court of second trial holds that the way the responsibility of fair use is assumed should match with the features of how it is used and the consequences it has caused.

     Of course, the boundary of "fair use" is still a subject of debate, for example, how much of the original material should be referenced or how much original content should be added in derivative works (etc.) to be considered copyright infringement.
