Phono-semantic compound (形聲 / 形声, OC *hŋaːʔ): semantic 水 (“water”) + phonetic 許 (OC *hŋaʔ).
Etymology
The two pronunciations have the same etymology but later split into two different pronunciations, with pronunciation 2 becoming specific for place names.
Folk etymology relates the second pronunciation to a legend, in which Qianlong Emperor mispronounced this character using the 有邊讀邊 / 有边读边 (yǒu biān dú biān) when he visited Xushuguan. As a result, people followed the pronunciation by the emperor.
